ELECTION ASSISTANCE

Election administration is a complex phased process many nations face various forms of challenges to manage. From registering eligible voters and delimiting constituencies, to procuring sensitive materials, training poll workers, managing polling-day logistics, and resolving disputes, every stage must function with precision and public confidence. When any link in this chain is weak, because of limited capacity, contested laws, insecurity, misinformation, or inadequate technology, the credibility of the entire process can be questioned, and the social contract that elections are meant to renew can fray.

Electoral assistance is the practical, technical, and strategic support that helps countries deliver elections that are credible, inclusive, transparent, and peaceful. It is not about influencing outcomes or favoring any political actor; it is about strengthening the rules, systems, and institutions that allow citizens to choose their leaders freely and fairly. Effective assistance supports Election Management Bodies (EMBs) and national stakeholders to navigate complex electoral environments, particularly in contexts marked by political polarization, democratic transition, or post-conflict recovery.

Why Electoral Assistance Matters

Strengthening legitimacy and public trust.

Capable electoral institutions and transparent processes encourage citizens to accept electoral outcomes, even in closely contested elections. Accurate voter registers, secure results management, and clear public communication reinforce confidence in democratic systems.

Preventing violence and safeguarding stability.

Elections can heighten political tensions. Electoral assistance promotes early warning, conflict-sensitive planning, stakeholder dialogue, and credible dispute resolution mechanisms that help prevent violence and protect lives.

Advancing inclusion and equal participation.

Electoral assistance helps remove barriers faced by women, youth, persons with disabilities, displaced populations, and marginalized communities, ensuring that elections reflect the voices and choices of all citizens.

Building sustainable democratic institutions.

Beyond a single electoral cycle, effective assistance strengthens long-term institutional capacity through professional development, legal reform, operational planning, and accountability systems that endure.

The USICES Commitment and Impact

The United States International Center for Electoral Support (USICES) continues to provide targeted and impartial electoral assistance to partner countries across Africa, including Nigeria, Liberia, Malawi, Sierra Leone, The Gambia, and Cameroon. Through strategic programming that blends technical expertise with local ownership, USICES supports election stakeholders to strengthen integrity, professionalism, and public confidence in electoral processes.

Through the e-Learning for Election Administration Development (eLEAD) project and the Electoral Violence Prevention (EVOP) Project, USICES has trained over 4,000 election practitioners, including election officials, civil society actors, security stakeholders, and political party representatives. These initiatives have enhanced technical capacity, improved adherence to international best practices, and empowered stakeholders to prevent, detect, and timely mitigate election-related violence, contributing to safer and more credible elections.
